
In Québec, a specialized intervention model exists to manage major critical incidents: Police Counter-Terrorism Management Structure (PCTMS). Created in 2002 following the events of 9/11, it represents an integrated and unique policing partnership in Canada.
Its mandate is based on four key pillars: intelligence, prevention, investigation and response. The Structure’s objectives include proactively identifying potential targets, assessing vulnerabilities and threats, promoting the protection of sensitive sites and ensuring a coordinated response capacity. It also supports the interoperability of resources and expertise among the participating police organizations.
